## Scope

England. The regulations say the responsible authority must ensure that its representative visits the child wherever the child is living, within one week of a placement starting and at intervals of not more than six weeks in the first year, with other schedules for other arrangements; and that on each visit the representative must speak to the child in private unless the child refuses or it is inappropriate or impossible. Regulation 28 was last amended on 2 April 2018; the quoted paragraphs date from 2011. The representative is not defined there as a registered social worker.

## What this means

In England, the relationship with a child in care is kept up by a person who must turn up and talk with the child alone.

## What it does not show yet

Children in care in one country; the rule names the authority's representative, not specifically a social worker.

## How to verify it yourself

Open SI 2010/959 regulation 29 on legislation.gov.uk and find "On each visit, R must speak to C in private".
