Where this applies
Mainland China, all primary and secondary schools, split across three stages — primary on interest and basic cognition, junior secondary on technical principles and basic application, senior secondary on systems thinking and innovative practice. The guidelines strengthen the teacher guidance role, asking teachers to run critical-thinking training such as having students analyse the logical flaws in AI-generated text, and describe teachers using generative AI to produce lesson designs and tailored tutoring for different ability levels. They are requirement documents: no lesson-hour count, no implementation data, and no measurement of what classrooms actually do.
What this means
A national requirement changes the job description before it changes any classroom. Two things are assigned to the teacher here: running critical-thinking work on AI output — having students find the logical flaws in generated text — and using generative tools to produce lesson designs and differentiated tutoring. The first is supervision of a tool, the second is production with one, and both are now expected rather than optional.
What it does not yet show
A guideline is not a classroom. It sets no lesson hours, reports no implementation data, and says nothing about how many schools have the tools, the training or the time. Requirements of this kind routinely under-deliver, which is why this stage counts toward a judgement but does not establish one on its own. Evidence that it was actually implemented would be a different kind of record.
What you can check
Ask a teacher you know two questions with dates attached: has their school run any AI training for staff this year, and has anyone told them what to do when a student hands in generated work. If the answer to both is no, the requirement has not reached the classroom yet — and that gap is the thing worth watching, not the document.
Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a policy mandate record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
