Where this applies
Singapore only, and it is the ministry's own assertion that a target was met — the answer does not publish what counts as a transaction, which agencies are in scope, or how it was measured, so the figure is a policy statement rather than an audited statistic. Note the date above all: May 2021, before generative AI existed as a public tool. What moved the routine counter transaction online in this market was ordinary digital government — forms, national identity, pre-filled data — and it had largely happened already. That matters for how the rest of this page reads: the open question for this occupation is not whether the routine application leaves the counter, but what happens to the cases that could not.
What this means
In one of the two markets this page is written against, the routine counter transaction had already gone online before generative AI existed. The government set a target, says it met it, and the mechanism was ordinary digital government: forms, a national identity system, data the citizen does not have to type twice.
What it does not yet show
It does not say how many people stopped working behind a counter, and a transaction moving online is not a post disappearing — a service centre still exists in Singapore and people still staff it. It is also the ministry's own claim with no published method: what counts as a transaction and which agencies are inside the number are not in the answer. And a 90–95% target says nothing about the remaining 5–10%, which is where this entire occupation now lives.
What you can check
Go to a government service centre in your own city on a weekday morning and watch for ten minutes: count how many people are there because the online route failed them, and how many because they never had it. Those are the two halves of what is left, and no published figure separates them.
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rests on evidence instead of inference.
