Where this applies
Mainland China, and a trial guideline from the ministry's General Office rather than a statute — its force runs through provincial authorities and operating permits. Two clauses matter for freight and they pull in opposite directions from each other. Section 3 permits autonomous freight on point-to-point trunk highways and on urban roads where safety is controllable, which is a green light; it then bans autonomous vehicles outright from dangerous-goods haulage. Section 6 says autonomous road freight should in principle carry an onboard safety officer — note in principle, which is markedly weaker than the taxi and bus clauses in the same section, where an officer is simply required. The load-responsibility duties elsewhere in the guideline sit on the operator, not on a person in the cab. This describes what is permitted, not what is running: it is not evidence that any Chinese carrier has put a driverless truck into service.
What this means
China has told its provinces that autonomous freight is allowed on trunk highways and in controllable urban conditions, and that the vehicle should in principle still carry a safety officer. One word does most of the work: in principle. In the same section, buses and taxis get a flat requirement to carry one. Freight got the softer verb — which is the clearest signal in the document about where the regulator expects the person to be removed first.
What it does not yet show
It is permission plus a soft expectation, not a deployment: no Chinese carrier is named and no vehicle count appears. The dangerous-goods ban is the one hard prohibition here, and it carves out a segment of freight that stays with drivers for reasons that have nothing to do with whether the technology works. And a trial guideline is by construction provisional — the version that matters to a driver is the one in force when they are looking for work.
What you can check
Compare the two sentences in Section 6 yourself — the one about buses and taxis and the one about freight — and notice which verb each got. Then watch whether the word in principle survives into the non-trial version. That single edit would tell you more than any forecast.
