United States payroll employment across legal services — lawyers, paralegals, legal assistants and support staff in one number, which is the main limit on reading it here: a firm can grow while shifting its mix away from the paralegal, and this series would not show it. The low point since November 2022 is April 2023 at 1,179,300 and the high is the final month, so the line does not dip at any point in the period during which document review tools became ordinary. In-house legal departments are counted in their employer's industry, not here, so work moving in-house would look like a fall. Seasonally adjusted, monthly, in thousands; the most recent months are preliminary.
What this means
Through the years in which first-pass document review became something a tool does, the industry that employs paralegals did not shrink once — it set its high in the latest month on record. On the same page sit two records of courts fining lawyers for filings built on fabricated citations. Read together: the courts are punishing the shortcut while the industry keeps hiring.
What it does not yet show
It counts lawyers, paralegals and support staff as one number, so it cannot show a firm growing while employing fewer paralegals per lawyer — which is exactly the shape this change would take if it were happening. It also cannot see legal work moving in-house, which leaves this industry entirely and would read as a fall. And an industry at a record high can still have closed the entry-level door.
