Japan's IT promotion agency surveyed 1,799 companies and reported generative AI in use in 31.3% of procurement departments against 71.9% of IT departments

Worker adoptionMeasured, large-scale use of a tool for real work, where the decision to use it was the worker's rather than an employer's. It is more than a capability record — the work is real, not a demo — and less than a deployment record, because no employer put it into production, required it, or built a process around it. Weighted `cautious`: `automating` means the machine can do the task AND there are adoption signs, and this is an adoption sign — but usage can be experimental, and much of the measurement comes from a party with a stake, so one record is never enough and two independent ones are. Note who is counting. Vendor telemetry sees this directly and sells the tool, so such a record names that stake in its scope; a statistics agency asking firms whether their workers use AI in tasks sees the same channel with no stake at all, and that is the better source where it exists.

Where this applies
A national agency's firm survey, and the reason it is recorded under worker adoption rather than deployment is written into the same report. Asked how generative AI is used inside the organisation, 63.3% of companies answered that individuals use it for their work and 44.8% that individuals or departments are trialling it, while only 11.9% said it is built into a department's work process and 18.6% into a company-wide service. That is the distinction this stage exists for: people are using the tool, and employers have largely not rebuilt anything around it. IPA is an incorporated administrative agency under Japan's METI and sells none of the tools it counts, which is what makes this a better instrument than vendor telemetry. Two limits matter for this page. The figure resolves to a department, not a task — it establishes that this function is among the least-served, not which of its duties are touched; the report's separate question on purposes puts summarising, translating and proofreading documents at 82.5% and information gathering at 77.0% across all respondents. And the survey ran 17 April to 12 June 2026 in Japan, among companies that answered; 41.6% of firms with 100 or fewer employees report no DX activity at all, so the sample leans toward larger organisations.
What this means
Someone with no tool to sell counted, and the answer for this function is low. Fewer than a third of procurement departments use generative AI at all, while nearly three quarters of IT departments do. The wider number is the more useful one: across all functions, individual use runs at 63.3% while only 11.9% of companies have it built into a department's work process. People have picked the tool up; organisations have mostly not changed how the work runs.
What it does not yet show
Low use is not proof that this work resists the tool. A department can be last because the work is genuinely hard to hand over, or because nobody bought it a licence, and this survey cannot tell those apart. It also resolves to a department rather than a task, so it says nothing about which of the four duties on this page are affected. It counts Japanese companies that responded between April and June 2026, and it leans toward larger organisations. Nothing here counts a job, an hour or a headcount.
What you can check
Ask your own procurement team two separate questions, because the survey shows they have different answers: how many of them use one of these tools in a given week, and how many steps of the purchasing process officially run through one. If the first number is much larger than the second, your organisation looks like the average one in this report, and the gap is where the unmanaged risk sits.
Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a worker adoption record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
