The full fourteen articles read on the Cyberspace Administration's own site, issued jointly with the Ministry of Industry and Information Technology, the Ministry of Public Security and the National Radio and Television Administration on 14 March 2025 and in force from 1 September 2025; a mandatory national standard on labelling methods took effect the same day. Most of the measure binds service providers — Article 4 requires a visible label on generated text, audio, images, video and virtual scenes, and Article 5 requires an implicit label carrying provider and content identifiers in the file metadata. Two articles reach past the vendor to the person publishing. Article 10 requires a user who posts generated content through a distribution service to declare it and use the labelling function provided, and forbids anyone from maliciously deleting, altering, forging or concealing a label, or supplying tools to do so. Article 9 allows a user to obtain content without a visible label only after the provider has made the user's own labelling duty explicit in the agreement, and the provider must then keep logs of who received it for at least six months. Article 6 makes the distribution platform verify metadata and add a visible label itself, including where it merely detects traces. This is Chinese law and applies to services provided within China. It does not say how many listings use generated copy, and it does not establish that anyone was penalised — the measure leaves enforcement to the relevant authorities under existing law.
What this means
If you write a product page with a generative tool and post it through a platform in China, the duty to say so is yours. Article 10 puts the declaration on the person publishing, not only on the company that made the tool, and forbids removing or concealing a label. Article 9 is the one to read twice: you can get output without a visible label, but only after the provider has written your labelling duty into the agreement and started keeping a record of who received it.
What it does not yet show
A duty is not a measurement. Nothing here counts how many listings are written with these tools, how many carry a label, or whether anyone selling goods has been penalised under this measure. It also does not say the work moved: the rule assumes generated copy exists and regulates how it is marked, which is a fact about the legal environment rather than about who writes product pages. It applies to services provided in China.
What you can check
Open the tool you actually use and look for two things: whether the text it hands you carries a label when you export it, and whether the platform you post to gives you a way to declare generated content. Article 9 means the answer to the first may depend on an agreement you already accepted. If neither exists in your workflow, the duty has not gone away — it has just landed entirely on you.
