Paragraph (4) of § 15-5 says leaks shall be easy to detect and shall not damage installations or building parts; the guidance says that in rooms other than wet rooms a leak must also shut the water off automatically, and that where water from an indoor tap point would not run to a drain or overflow an automatic leak stopper must be fitted — a moisture sensor that signals a valve to shut off the supply — and likewise at connection points for appliances such as washing machines. The device requirement sits in a pre-accepted solution, and a builder may show compliance another way; it governs new building work in one country and does not measure how many devices are fitted.
