The National Library Board's own media release of 20 February 2023, read in full in the Browser pane (a scripted request for it is answered with a challenge page, HTTP 202). It announces a six-month pop-up manga library of 5,000 titles at City Square Mall, opening that day and run as a fully self-service 'Grab-n-Go' library: patrons scan their ID to enter, pick their books and check them out at the exit gantry. It follows a Grab-n-Go pilot at the National Library building from May 2022, and the space has a robot concierge with an AI-generated voice that recommends books and explains the system. It establishes that borrowing can run without a desk in this setting; it does not say how many libraries work this way, how many staff support the space, or whether any posts changed.
What this means
The borrowing transaction itself no longer needs a person at a desk: a library board has run a whole library where the only checkout is a gate. For librarians, the lending floor becomes stock, equipment and supervision rather than transactions.
What it does not yet show
It was a six-month pop-up with 5,000 titles; it does not say how many libraries use the same model, and staff still stock, fix and supervise such a space.

Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Pilot" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
