Policy mandateRegulation, subsidy or public procurement is requiring or funding adoption — the mirror of a constraint. It shows adoption is being required, not that it has happened, so one mandate is never enough on its own; two independent ones are.
Tasks this bears on
Testing, certification and paperwork
The inspection and test results, the certificates, the notifications to the authority, all to a standard that carries legal liability.

Where this applies
South Australia's regulations for electrical installation work. Regulation 56(1)(ab), inserted by amending regulations gazetted on 29 June 2023 and in force from 18 September 2023, requires that the results of any examinations and testing of an installation must be recorded on an electronic certificate of compliance issued by a registered electrical worker; regulation 55A sets what such a certificate must certify and, for an employed worker, requires the contractor to provide it to the Technical Regulator and the owner within 30 days of the installation being made available for energisation. It makes the test record electronic and keeps its issue with a registered person; it does not automate the testing itself.
What this means
In South Australia the record of an electrical inspection and test is now required to be an electronic certificate, filed with the regulator within a set time. The documentation of certification is digital by law; the person who certifies is still a registered electrical worker.
What it does not yet show
It requires an electronic record, not automated testing, and it says nothing about how long certification now takes or how many electricians do it.
What you can check
Open the Electricity (General) Regulations 2012 on legislation.sa.gov.au and find regulation 56(1)(ab), which ends "must be recorded on an electronic certificate of compliance issued by a registered electrical worker".
Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Policy mandate" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
