Where this applies
A government works circular binding capital works departments, effective 1 February 2025. Capital works projects with estimates over $30 million shall use BIM; for construction tenders invited on or after 1 April 2025 the design BIM models shall form part of the tender and be contractually binding; and its annex makes BIM use mandatory for project cost control, cost evaluation on variation of works and cash-flow analysis at construction stage, as far as practicable. It mandates working from models, not AI, covers Hong Kong public works only, and 'as far as practicable' softens the cost uses.
What this means
On Hong Kong public works, the measured model rather than the drawing is becoming what tenders and cost changes are priced from. Bills and variation pricing move onto the model; the quantity surveyor's judgement about what the change is worth does not move.
What it does not yet show
One government's public-works rule, softened by 'as far as practicable'; it does not show how bills and valuations are now prepared in practice.
