Where this applies
Supervisors from the ECB, De Nederlandsche Bank and the Bundesbank reporting workshops held between May and August 2025 with 13 supervised banks, ten of which used AI for credit scoring. Their annex says a human in the loop remains central: for credit scoring, AI models support decision-making by humans, except for small retail loan originations, which are often automated; that the interpretation of human in the loop is still varied, in some cases limited to explaining the credit decision to the customer on demand; and that an emerging practice is more human oversight for higher-risk, larger applications. The supervisors say the findings come from a small sample and should not be generalised to the sector.
What this means
Supervisors who looked inside large European banks found people still deciding most credit, machines deciding small retail loans — and 'human review' at some banks meaning little more than explaining a decision when asked. The signature survives; what stands behind it varies.
What it does not yet show
Workshops with 13 banks that the supervisors themselves say should not be generalised; no counts of loans decided by people or machines.
What you can check
Open the ECB Supervision Newsletter "AI's impact on banking: use cases for credit scoring and fraud detection" and its annex, and find "Interpretation of human in the loop is still varied".
Does it change the assessment?
No. The impact index is never moved by a single event. Nor did this record change a layer: all 1 linked judgement above already rested on earlier evidence. This one adds to them.
