Where this applies
The federal model food code for restaurants and food service. It says the permit holder shall be or designate a person in charge and shall ensure that a person in charge is present at the food establishment during all hours of operation; that the person in charge shall be a certified food protection manager; and that the person in charge shall maintain active managerial control of foodborne illness risk factors, including overseeing employees' monitoring of cooking temperatures. The FDA calls it a model code that is not required; it binds only where a state, local, tribal or territorial authority adopts it, which the FDA says is widespread.
What this means
A kitchen cannot run on software alone under the model food code most of the US uses: a certified person must be in charge and present whenever it is open, watching the risks and the team. Supervision of the brigade is written in as human work.
What it does not yet show
A model code that binds only where adopted; it does not show how kitchens are actually staffed or supervised.
