Preparing simple individual returns

Filling in returns for people whose income is mainly a salary and whose reliefs are standard.

Why

Singapore's tax authority now works out the tax itself for most individuals: for the 2026 assessment year it expects over 2 million taxpayers on its No-Filing Service, about 1 million of whom receive an automatically computed tax bill with no return to file. For those people there is no return left to prepare.

What this does NOT mean

This is one country's tax authority, whose system depends on employers reporting income to it; tax systems that do not collect that data still leave the simple return to be prepared.

Gathering income records

Automating✓ Evidence-backed

Collecting pay slips, commission statements and other income records from clients before a return can be done.

Why

The same tax authority says its expansion depends on employers and intermediaries — commission-paying organisations and private hire car operators among them — sending income information to it on time. The records a preparer used to chase now flow from the payer to the authority directly.

What this does NOT mean

It covers the income that payers report; rental income, self-employment income and income from abroad still have to be gathered and declared.

Handling complicated returns

Returns for the self-employed, landlords, people with income from several countries, and small businesses.

Why

Even where the simple return is automated, the tax authority tells taxpayers to declare rental and self-employment income themselves and to check their reliefs. Tax software and language tools help work through these cases faster; deciding how income and expenses should be treated still takes someone who knows the rules.

What this does NOT mean

This rests on what the tools can do rather than on a record of how preparers now work on complex returns.

Advising on reliefs and planning

Telling clients which reliefs they can claim, and how decisions such as selling property or starting a business will affect their tax.

Why

Automatic assessment computes the tax on what has already happened; advice is about what a client is about to do. Software can list reliefs, but weighing a client's plans against the rules and taking responsibility for the advice stays with the adviser.

What this does NOT mean

This rests on the nature of the work rather than on a record, and it would change if tax software began giving binding planning advice.

Dealing with the tax authority

Still human-led≈ Platform inference

Answering the authority's queries, objecting to assessments and representing clients in audits.

Why

When the authority questions a return or a client disagrees with an assessment, someone has to build the argument and answer for it. More automatic assessment can mean more of the remaining work is exactly this — checking and disputing what the system produced.

What this does NOT mean

This rests on the nature of the work rather than on a record of how many queries or disputes preparers handle.

Checking pre-filled tax bills

Reviewing tax bills and returns the authority has already filled in, and catching income or reliefs that are missing or wrong.

Why

The tax authority asks everyone who receives a computed bill or a pre-filled return to verify their income and check their reliefs, then amend what is wrong — a computed bill within 30 days, a pre-filled return by the filing deadline. That checking is new work created by the automation, and clients who are unsure pay someone to do it.

What this does NOT mean

The duty to check falls on taxpayers; how many hand it to a preparer is an inference, not a measurement.
