Where this applies
The Act as published on Singapore Statutes Online, read in the current version. Section 40G(1): an individual must not carry out, or offer or undertake to carry out, any regulated works unless the individual is a licensed plumber or acts under the direct supervision of a licensed plumber. Section 40G(3): a person must not in the course of business provide such works unless they are carried out by licensed plumbers or individuals under their direct supervision; section 40G(5): owners or occupiers who want sanitary works or water service installation works done must only engage such a person. Contravening 40G(1) to (4) is an offence punishable by a fine of up to $10,000, imprisonment of up to 3 years, or both; professional engineers are exempt only for limited design works. Section 2 defines regulated works as sanitary works, limited water service installation design works and water service installation works, and sanitary works to include constructing, altering, repairing and replacing discharge pipes, drain-lines, traps and similar fittings, and installing, fixing, altering, repairing or removing sanitary appliances. The section came in with the Public Utilities (Amendment) Act 2018, which commenced in stages on 1 April 2018, 25 March 2019 and 30 April 2020; the record is dated to the last of these because the Act as read here does not say which stage brought section 40G into force. It establishes who may do this work in Singapore; it says nothing about the tools plumbers use or how many plumbers there are.
