A government funding decision: the ministry selected seven projects to develop and demonstrate technology that automates complex work people do in shipbuilding, citing labour shortages. One, by Namura Shipbuilding, applies collaborative robots to arc welding in the in-dock and on-berth stages, where the summary says welding work has not been automated, so that one person can run several jobs in parallel. It funds development; it does not show the robots in production, and it confirms that this welding is still largely done by hand.
What this means
A government that wants shipyard welding automated names in-dock and on-berth welding as where automation has not arrived — and pays to try. For now the funding is a sign of where the work is still manual, not evidence that it has moved.

Funding for development in one country; it does not show robots in use or any change in welders' work on site.

Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Policy mandate" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
