Where this applies
A regulator's final rule for insurance agencies that sell policies from two or more insurers. The amended cabinet office ordinance was promulgated on 28 August 2026 and applies from 1 March 2028; the supervisory guidelines say such agencies must carry out appropriate comparative recommendation, and ask whether, when recommending a particular policy among those selected on the client's wishes, the agency explains criteria or reasons that are reasonable and reasonably specific, says that other policies exist, and does not in substance select by the level of commission it receives. It binds multi-insurer agencies, not tied agents; it governs how comparisons are explained and does not require that a person rather than a system do it.
What this means
Explaining why a recommended policy differs from the others is becoming a written duty for agencies that sell several insurers' products in Japan — with commission ruled out as a reason. The explanation is required; who or what gives it is left open.
What it does not yet show
One country's rule for multi-insurer agencies, applying from 2028; it does not show how often clients arrive with online comparisons.

Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Policy mandate" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
