The Act as published on Singapore Statutes Online, read in the current version. Section 40G(1): an individual must not carry out, or offer or undertake to carry out, any regulated works unless the individual is a licensed plumber or acts under the direct supervision of a licensed plumber. Section 40G(3): a person must not in the course of business provide such works unless they are carried out by licensed plumbers or individuals under their direct supervision; section 40G(5): owners or occupiers who want sanitary works or water service installation works done must only engage such a person. Contravening 40G(1) to (4) is an offence punishable by a fine of up to $10,000, imprisonment of up to 3 years, or both; professional engineers are exempt only for limited design works. Section 2 defines regulated works as sanitary works, limited water service installation design works and water service installation works, and sanitary works to include constructing, altering, repairing and replacing discharge pipes, drain-lines, traps and similar fittings, and installing, fixing, altering, repairing or removing sanitary appliances. The section came in with the Public Utilities (Amendment) Act 2018, which commenced in stages on 1 April 2018, 25 March 2019 and 30 April 2020; the record is dated to the last of these because the Act as read here does not say which stage brought section 40G into force. It establishes who may do this work in Singapore; it says nothing about the tools plumbers use or how many plumbers there are.

Failure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.

If you are starting out

If you are starting out, the hands-on core of the trade — finding faults, fitting and repairing on real sites — is the part least touched by software, and in Singapore the law reserves it for licensed plumbers and those they supervise. What changes is around the job: finding work, quoting and getting paid are moving onto platforms and apps. Get licensed, and learn the detection tools and the smart devices early; they are where the new work is.

If you are experienced

Your skill on site is not what the new tools replace; they take over the admin and help you find faults faster. The plumbers these changes favour are licensed, use the booking and detection tools well, and can supervise others — because the law makes the licensed plumber answerable for the work.

Will AI replace plumbers?

Not the work on site. Installing and repairing pipes and fittings is hand work in cramped, varied spaces that current robots do not do, and in Singapore the law says an individual must not carry out regulated plumbing works unless licensed or working under a licensed plumber's direct supervision. Software is changing the parts around the job — quoting, booking, invoicing — and tools such as drain cameras and smart meters help find faults faster.

How long do I have before this job disappears?

We do not answer that with a number of years, and for this job there is a signal you can check yourself: whether the law where you work still requires a licensed person to carry out plumbing works. As long as it does, software changes how you find work and faults rather than whether you are needed.
