Section 6 (staffing) of the Ministry of Transport General Office's trial guideline on transport safety services for automated vehicles (交办运〔2023〕66号, dated 21 November 2023), read in full on the ministry's disclosure portal. It says an automated vehicle in urban public bus (公共汽电车) or road passenger transport service shall (应) carry one driver or operational safety officer on board; it gives buses no remote-officer option, unlike fully automated taxis in designated areas, and requires one on freight vehicles only in principle (原则上). Safety officers must be trained in the vehicle's systems and routes and able to take over in an emergency. It is a trial guideline from the ministry's General Office, not a statute, and applies in mainland China through the licences provincial transport authorities issue. In the same section it legitimises commercial automated bus operation and sets a personnel floor. It does not say how many automated buses operate or on how many routes.

Where automated buses carry passengers commercially in mainland China, a person trained to take over must still ride on board — so the safety-operator role is required rather than optional, and the drive itself is not allowed to go driverless under this guideline.
