Where this applies
A banking regulation for deposit-taking lenders in China covering personal consumer and business loans (credit-card overdrafts excluded). Article 21 requires lenders to separate review from approval, approve loans within delegated authority, and — where they approve automatically online — establish a human re-review mechanism as a supplement, set the conditions that trigger it, and stop automated approval if post-loan management finds it cannot identify risk effectively. Article 5 requires accountability for each step of the lending process. It requires a re-review mechanism and triggers that the lender designs; it does not require a person to look at every loan, and it does not say how many cases reach one.
What this means
China now writes the exception into the rules: a bank that lets a model approve loans must keep a route for people to re-review the cases its own triggers flag, and must switch the model off when it misses risk. Arguing the case the model got wrong is a required function, not a courtesy.
What it does not yet show
It requires a mechanism, not a person per loan; the lender sets the triggers, and nothing here measures how many cases are actually re-reviewed.
