Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Claims and disputes
Preparing and answering claims for delay and disruption, and negotiating or giving evidence when the money is contested.
Still human-led✓ Evidence-backed
Where this applies
A court circular applying to all matters in Singapore's Supreme Court from 1 October 2024, for all court users including witnesses. It says a court user is fully responsible for the content in all their court documents, must check that any AI-generated output used is accurate and relevant, and that generative AI tools should not be used to generate any evidence they wish to rely on in court. It applies in court, not in statutory adjudication or arbitration where many construction payment disputes are decided, and it applies to everyone rather than to quantity surveyors specifically.
What this means
When a quantity surveyor's figures go to court as evidence, Singapore's court has made clear that the evidence must be the witness's own, not generated, and that responsibility for every document stays with the person who files it.
What it does not yet show
A court rule for everyone, not a rule for quantity surveyors, and not for adjudication or arbitration; it does not show how claims are now prepared.
What you can check
Open the Supreme Court's Registrar's Circular No. 1 of 2024 and find "Generative AI tools should not be used to generate any evidence that you wish to rely upon in Court".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
