Where this applies
A notice binding licensed and exempt financial advisers in Singapore and their representatives. To make a recommendation that takes account of a client's circumstances, an adviser shall take reasonable steps to collect and document the client's financial objectives, risk tolerance, employment, financial situation, income, commitments, current portfolio, whether the sum is a substantial part of their assets, and, for life policies, dependants. Paragraph 11A lets an adviser recommending through a digital advisory platform skip all but objectives and risk tolerance only if the entire process is electronically automated with no intervention by any person, the platform screens out unsuitable clients and inconsistent answers, a risk disclosure is shown, and the recommendation is limited to units in simple collective investment schemes. It sets the conditions for advice without a person; it does not measure how often advice is given that way.
What this means
In Singapore the fact-find and the recommendation can run with no person involved only in a narrow lane — simple funds, a fully automated platform, most of the client's circumstances left out and disclosed as such. Everywhere else the adviser must find out and write down the client's situation before recommending.
What it does not yet show
It is one country's rule; it does not show how many clients are advised by platforms or how advisers now spend the fact-find.
