Where this applies
An EU implementing regulation that inserts a new requirement for air traffic control units. Under point ATS.TR.237 they shall temporarily limit the area within designated U-space airspace where drone operations can take place, adjusting its lateral and vertical limits to accommodate short-term changes in manned traffic demand, and shall ensure that U-space service providers are notified in a timely and effective manner of the activation, deactivation and temporary limitations of that airspace. It applies from 26 January 2023. The duty falls on units, not on named controllers, and drones inside U-space are managed by U-space service providers rather than separated by air traffic control.
What this means
Drones created a new duty for the tower rather than taking one away: when manned traffic needs the space, the control unit reshapes the drone airspace and tells the drone service providers. The drones themselves are kept apart, not controlled.
What it does not yet show
It sets a duty for units, not a staffing level; it does not show how often U-space airspace has been activated or reconfigured.

Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Policy mandate" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
