Where this applies
California. The statute allows a veterinarian to establish the veterinarian-client-patient relationship by examining the animal through synchronous audio-video communication. It says the relationship shall not be established solely by audio-only communication or by means of a questionnaire; that only a person holding a current California licence may practise veterinary medicine via telehealth; that after a relationship established by video, antimicrobials may not be prescribed for more than 14 days of treatment without an in-person examination; and that a controlled substance shall not be prescribed unless the veterinarian has performed an in-person physical examination. It governs licensed vets in one state and does not measure how much care moved to video.
What this means
The law let the examination move onto a screen, but not into a form: a licensed vet has to see the animal live, and for the riskiest drugs, in person. A chatbot or questionnaire cannot start the relationship on which a prescription rests.
