Keying data from documents

Machines now read much of this, but slowly and not all of it. Morningstar says it deploys AI-powered data collection and ingestion with human-in-the-loop governance. The IRS's digitisation pilots processed about 3.8 million (7 percent) of 53.3 million paper returns, and in the 2025 filing season contractors had scanned 5 percent. In a Census Bureau test, character recognition matched keyed values about 73 percent of the time and sent the rest to a keyer.

Verifying and correcting records

Checking remains necessary because machine extraction is not reliable on its own. On ExtractBench, frontier models produced 0% valid output on a 369-field financial reporting schema, and on one domain 90% valid output but only a 12.5% pass rate. On invoices, the best model reached 96.50% accuracy on clean invoices and 87.46% on scanned receipts — good, but short of what records need without review.

Handling exceptions

The systems that automate capture are built to hand the hard cases to people. An outsourcing firm says its document processing is paired with dedicated human-in-the-loop exception handling, and that in regulated industries automated workflows still require dedicated human oversight. In the Census test, fields the software could not read with confidence went to a keyer.

Opening mail and preparing documents

Digitising incoming mail reduces this work, though someone still handles the paper. The outsourcing firm says its offerings reduce the need for dedicated mailroom personnel who open, review and sort documents; the IRS's contractors must still recruit staff to receive and open mail.
