European Union. Article 13 requires Member States to ensure that the organiser is responsible for the performance of the travel services in a package, whoever performs them; Article 16 requires the organiser to give appropriate assistance without undue delay to a traveller in difficulty, including helping them find alternative travel arrangements. It places the duty on a business, not on a person, and names no technology.
What this means
In Europe, when a package trip goes wrong, someone in the business has to help — whatever software sold the trip.
