Evidence stage
PilotSmall-scale trial in a real setting. Tells us the deployment conditions are being tested, not that they hold — so one pilot is never enough on its own; two independent ones are.
Tasks this bears on
Running consultations
Collecting, reading and summarising what residents, developers and agencies say about a plan, and answering it.
Being augmented≈ Platform inference
Where this applies
England. The ministry's digital planning team reports that in the initial trial of PlanAI, a tool that summarises consultation responses, analysis time fell from around 18.5 hours to approximately 16 minutes, and that five more planning authorities saw efficiency gains of around 90 percent. Its lessons say to think of the AI as producing a very good first draft, not a finished product, that officers still need to check outputs, and that in one consultation around 5 percent of respondents opted out of AI summarising and were analysed manually. A pilot reported by the ministry that funds it.
What this means
AI can cut the reading of consultation responses from days to minutes, but planners still check its draft.
What it does not yet show
Pilot results reported by the funding ministry, not an independent evaluation.
What you can check
Open the MHCLG Digital blog post of 30 July 2026 and find "a very good first draft".
Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Pilot" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
