Urban planner
Prepares local plans and policy, assesses planning applications, runs public consultation and advises the people who decide. AI has entered the paperwork around those decisions: England has given every council a tool that turns old planning documents into map data, and is piloting one that triages householder applications and drafts an initial assessment, with every assessment approved by a qualified planning officer. In the first trial of an AI summary of consultation responses the work fell from about 18.5 hours to about 16 minutes, and the ministry's lessons from the councils call the output a very good first draft, not a finished product. Writing plans, negotiating and recommending stay with planners, and the US projects planner jobs to grow 4 percent to 2035 without mentioning AI.
Ask your team whether it uses or plans to use an AI tool for applications, consultations or planning data.
This is not a probability of losing your job. It combines how much of the role's task load is exposed to automation with how far adoption has actually gone — useful for comparing occupations on one consistent basis, and for nothing else.
Written for planners in local and national government and in consultancies who prepare plans, assess applications and run consultations. Architects, civil engineers and GIS analysts have their own pages. The evidence is a US labour projection, English government announcements and reports on AI tools for applications, planning documents and consultation responses, a US city's AI pre-check for permit applications and Singapore's planning authority on its chatbot and an early model test; it establishes where AI is used around planning decisions and who still signs them off, not how planners' numbers or workloads have changed.
What is actually changing#
The unit of analysis is the task, not the job title. A role is not replaced — its task mix shifts.
Each tile is one task. Its size is how much of the job it is; its colour is where the task is heading. Click a tile to see what the judgement does not establish.
Pilots and one city's pre-check for simple residential cases; they do not show AI assessing major or contested applications, or how officers' caseloads have changed.
A government-funded pilot reported by the ministry that runs it; it does not show whether consultation outcomes or public trust changed.
The absence of a record and a test of a 2023 model; newer models may do better, and it does not measure how plan-making work is done today.
Uptake figures from the ministry that built the tool; they do not show how much officer time it saves across councils.
The absence of a record; it does not measure how much of this work planners do or whether it is growing.
Is this your job? Say so and this page narrows to your share of it.

United States. The statistics bureau projects employment of urban and regional planners to grow 4 percent from 2025 to 2035, from 45,800 to 47,600, about as fast as the average, with about 3,200 openings a year. It says planners use statistical, data visualisation and GIS software; the page does not mention artificial intelligence.
A named person with standing publicly predicted something, on a date, in an attributable statement. It is recorded so that who said what, and when, stays checkable — and it never moves a task's assessment, because a prediction is not an observation. Its value arrives later: the record sits on the same page as the evidence about that occupation, so anyone reading the forecast reads the record of what happened next beside it. That is the reckoning; this site publishes no verdict on whether a forecast came true.
Honolulu, United States. The department will require applicants for eligible residential projects to use an AI-guided pre-application process before submitting; applications that skip it will be rejected at pre-application review. It says the tool does not replace the department's official plan review and does not guarantee approval, and that applicants using it saved an average of 40.5 days. One city's requirement on applicants for building permits; it does not change who reviews or decides.

England. The ministry's digital planning team reports that in the initial trial of PlanAI, a tool that summarises consultation responses, analysis time fell from around 18.5 hours to approximately 16 minutes, and that five more planning authorities saw efficiency gains of around 90 percent. Its lessons say to think of the AI as producing a very good first draft, not a finished product, that officers still need to check outputs, and that in one consultation around 5 percent of respondents opted out of AI summarising and were analysed manually. A pilot reported by the ministry that funds it.

England. The ministry's digital planning team says every local planning authority now has free access to the tool, which reads planning documents including handwritten annotations, maps them and converts them into structured data; 50 authorities were actively using it and it had processed over 1,000 documents in its first weeks, mostly tree preservation orders. Users review, check and correct everything it produces before export; in around two thirds of cases only minor edits were needed. The ministry that built the tool reporting its uptake.

England. The government says a prototype that aims to halve the time to process householder applications, from 8 to 4 weeks in an average case, is in early-stage testing with Barnet, Camden and Dorset councils; it triages applications, summarises key information and gives planning officers an initial assessment to consider. If successful it would be rolled out nationwide by 2027, with every assessment reviewed and approved by a qualified planning officer before any decision is made. An announced pilot with a target; no results are reported.

Singapore. The planning authority says its DC Assistant, a large language model chatbot designed to help developers, architects and members of the public navigate its development control guidelines, has been piloted internally and will be made available to industry later in the year. An announcement at an exhibition; it gives no accuracy or usage figures and does not change how applications are decided.

Singapore. The planning authority tested GPT-4 on planning and design questions and found it answered general and conceptual planning issues well, but was unable to give accurate answers on the Master Plan's land uses and planning processes, gave incorrect information in some instances, and could not give accurate urban design parameters such as setbacks and heights. It concluded that human planners should be held responsible to fact-check. A test of one 2023 model; later models may do better.
A demo, benchmark or paper shows the task can be done. Updates what the technology can do — not what employers will do.
What this means for you#
If you are starting out, expect AI to draft first versions of the reading and summarising: application checks, consultation summaries and data from old documents. Build what it does not do: judgement on contested cases, negotiation and explaining decisions in public.
Expect tools that triage simple applications and summarise consultations to change how teams are staffed. Signing off, negotiating and presenting to committees stay with you.
Your options#
Four directions, each with its real constraints and one thing you can test this week. Continuing as you are is a legitimate choice — it just has to be a chosen one.
Learn to check and correct AI drafts
Every tool found produces a draft that a planning officer must check: an initial assessment, a consultation summary or extracted map data.
The tools are mostly in England and in pilot; your council may not have them yet.
Ask your team whether it uses or plans to use an AI tool for applications, consultations or planning data.
Move towards complex and contested cases
The AI pilots found target simple householder applications; major and contested cases still need a planner's judgement and negotiation.
Complex casework takes experience and may mean longer hours and public scrutiny.
List which of your cases last month were simple householder applications and which were major or contested.
Move into digital planning and planning data
Governments are building planning data platforms and tools, and need planners who understand both the rules and the data.
It may need data and GIS skills and move you away from casework.
Look up whether your national or regional government runs a digital planning programme and what roles it hires for.
Common questions#
Not on present evidence. AI is being piloted to triage simple applications, summarise consultation responses and turn old documents into map data, but every government source found keeps the decision with a qualified planning officer, and the US projects planner jobs to grow 4 percent from 2025 to 2035.
We do not answer that with a number of years. Watch whether AI assessments move from simple householder cases to larger applications, and whether any government lets one go out without an officer's approval. Those tell you more than any date.
In English pilots, yes, much faster: about 16 minutes instead of about 18.5 hours in the first trial. The ministry's lessons from the councils call the output a very good first draft, not a finished product, and officers still check it.
In the English pilot, every AI assessment is to be reviewed and approved by a qualified planning officer before any decision is made. In Honolulu, the AI pre-check does not replace the city's official plan review.
What these judgements rest on#
2 of 5 task judgements on this page are backed by a verified event and 3 are platform inference, each labelled where it appears. Behind them sit 1 technology dimensions, a reconstructed trajectory since language models reached the public, and 7 verified events.

A company divides its work into functions before it divides it into jobs. These sit in Core delivery (industry-specific) alongside this one — a fact about org charts, not a judgement that they are similar or that they are changing in the same direction.
