Building permits will be reviewed on BIM data itself from spring 2029, with AI and programs assisting the review, Japan's construction ministry said in a basic plan

Evidence stage
ForecastA named person with standing publicly predicted something, on a date, in an attributable statement. It is recorded so that who said what, and when, stays checkable — and it never moves a task's assessment, because a prediction is not an observation. Its value arrives later: the record sits on the same page as the evidence about that occupation, so anyone reading the forecast reads the record of what happened next beside it. That is the reckoning; this site publishes no verdict on whether a forecast came true.
Tasks this bears on
Building and maintaining models
Building 3D and BIM models with the data that drawings, schedules and permit checks are taken from.
Being augmented✓ Evidence-backed
Checking drawings against codes and standards
Checking drawings for consistency, dimensions, symbols and compliance with codes and drawing standards before they go out.
Being augmented≈ Platform inference
Where this applies
Japan. The ministry adopted a basic plan for introducing BIM data review, scheduled for spring 2029, in which BIM data itself is used for building confirmation and inspection. It says view-based review and digital review using AI and programs to assist reviewers will make review more efficient, and that which items to cover will be prioritised later. A government plan; it is not yet a rule and gives no measured results.
What this means
Japan plans to approve buildings from model data, with software helping the checks.
What it does not yet show
A plan for 2029, not yet a rule.
What you can check
Open MLIT's press release of 18 September 2026 and find "2029年春に予定されている".
Does it change the assessment?
No — and this stage does not move it either. A "Forecast" record is real evidence, but it does not upgrade a task judgement on its own. The 2 linked judgements above stand where they were.

This is a forecast, not an observation
Who said it: Japan's Ministry of Land, Infrastructure, Transport and Tourism (basic plan for BIM data review)
By when it should be checkable: Spring 2029: whether BIM data review starts then can be checked
VOLO records who predicted what, and when. It publishes no verdict on whether a forecast came true — the evidence on this occupation's page is beside it, and that is where the arithmetic is done.
Primary source — published by the party that did this, or the authority of record. No co-signature needed.
