Australia. Schedule 3 of the Act extends single touch payroll reporting to all employers by repealing the definition of 'substantial employer' and states that employers must, unless they are exempt, notify the Commissioner of certain amounts relating to payments to their employees, in many cases bringing forward the due dates for reporting. The schedule commences on 1 July 2019. It makes payroll reporting continuous and digital; it says nothing about staffing.
What this means
In Australia, payroll reporting to the tax office now happens with each pay run, from the payroll system.
What it does not yet show
A law on reporting; it does not measure the work it removed or added for payroll staff.
What you can check
Open the Treasury Laws Amendment (2018 Measures No. 4) Act 2019, Schedule 3, and find "Employers must (unless they are exempt) notify the Commissioner".
Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Policy mandate" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
