Notaries may authorise only a closed list of acts by video, never general powers of attorney, must verify identity, and keep every deed in an electronic register, Spain's Law 11/2023 says

Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Verifying identity and capacity
Checking who each person is and whether they understand and freely agree to what they sign.
Being augmented✓ Evidence-backed
Explaining and witnessing signatures
Reading or explaining the document to the parties and witnessing them sign, in person or by video where the law allows.
Still human-led✓ Evidence-backed
Keeping registers and records
Keeping the original deeds and registers, issuing copies and passing data to registries and authorities.
Automating✓ Evidence-backed
Where this applies
Spain. The law lets notaries authorise by videoconference only the acts it lists and says general or preventive powers of attorney cannot be authorised that way; in every case the notary will verify the identification documents sent by the party and may, with consent, check them against the Interior Ministry's databases, and must refuse to act when the conditions of the notarial law are missing. Every deed's original is also mirrored in an electronic protocol held under the notary's authority. A law that widens remote signing within limits and keeps the checks with the notary.
What this means
Spain allows some notarial acts by video but keeps identity checks and the duty to refuse with the notary.
What it does not yet show
A rule, not a measure of how many acts are signed remotely.
What you can check
Open Ley 11/2023 on boe.es and find "No será posible la autorización por videoconferencia".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 3 linked task judgements above now rest on evidence instead of inference.
