Where this applies
Japan. The ministry says the 2023 law, enacted on 6 June and promulgated on 14 June 2023, lets procedures before a notary use a web meeting when the party wishes and the notary considers it appropriate, and makes the original of a notarial deed electronic data in principle; these provisions took effect on 1 October 2025. A law that opens a remote channel at the notary's discretion and moves records to electronic form; it gives no counts.
What this means
Japan has moved notarial records to electronic form and lets notaries, not parties, decide when a web meeting is acceptable.
What it does not yet show
A law and its effective date; no counts of web-meeting deeds have been published.
What you can check
Open the Ministry of Justice page on the 2023 civil-procedure ICT law and find "公証人が相当と認めるときは".
Does it change the assessment?
No. The impact index is never moved by a single event. Nor did this record change a layer: all 2 linked judgements above already rested on earlier evidence. This one adds to them.
