Where this applies
Japan. The ministry's notice says building laws do not prevent inspectors from carrying out completion and interim inspections remotely, but because knowledge and experience of their technical effectiveness and practical process are insufficient, remote inspection remains limited; it issues a guideline drawn from demonstration experiments to encourage inspection bodies to adopt it. A guideline encouraging a method; it gives no counts of remote inspections.

Japan allows building inspections by video but admits few inspectors do them yet.

Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Pilot" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
