Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Researching and determining boundaries
Researching deeds, plans and marks on the ground, and deciding where a legal boundary lies.
Still human-led✓ Evidence-backed
Certifying and signing surveys
Taking legal responsibility for a survey by certifying and signing the plan.
Still human-led✓ Evidence-backed
Where this applies
New Zealand. The rules require a surveyor to gather all evidence relevant to the definition of a boundary and its boundary points, interpret that evidence in accordance with all relevant enactments and rules of law, and use it to determine the correct position of the boundary; a licensed cadastral surveyor must certify that the survey was undertaken by them or under their personal direction. A rule on who decides and signs; it does not say how measurements are taken.
What this means
Deciding and signing a boundary is legally the surveyor's job, whatever instruments did the measuring.
What it does not yet show
One country's rules; they do not measure workload.
What you can check
Open New Zealand's Cadastral Survey Rules 2021 and find "gather all evidence relevant to the definition of the boundary".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 2 linked task judgements above now rest on evidence instead of inference.
