The commission requires wireless carriers to deploy location-based routing for wireless 911 voice calls and real-time text on their IP-based networks, saying legacy tower-based routing sends millions of calls to the wrong answering point, which can delay dispatch by a minute or more. The rule binds carriers, not dispatchers; it moves part of finding the caller from questioning to the network.
