Where this applies
Japan. The ministry announced an amendment, promulgated and in force from 28 June 2024, extending the area where cadastral surveys may use aerial and remote-sensing methods from forest and wild land to farmland and its surroundings, citing advances in surveying technology. It also introduces deemed confirmation: where owners do not respond within 20 days to a proposed boundary, the survey may proceed as if they had confirmed it. Measurement changes; the boundary still rests on owners' confirmation.
What this means
Japan now lets official land surveys measure farmland from the air, but owners still settle where the line is.
What it does not yet show
A rule change that permits a method; it does not say how widely it is used.
What you can check
Open MLIT's press release of 27 June 2024 on the cadastral survey rules and find "農用地及びその周辺の区域".
Does it change the assessment?
No. The impact index is never moved by a single event. Nor did this record change a layer: all 2 linked judgements above already rested on earlier evidence. This one adds to them.
