Applications substantially developed by AI will not be treated as applicants' original ideas, and each investigator may submit six a year, the US National Institutes of Health said

Evidence stage
Policy mandateRegulation, subsidy or public procurement is requiring or funding adoption — the mirror of a constraint. It shows adoption is being required, not that it has happened, so one mandate is never enough on its own; two independent ones are.
Tasks this bears on
Finding and screening funding
Finding funders and calls that fit the organisation's work, and deciding which are worth applying for.
Still human-led≈ Platform inference
Writing the proposal narrative
Writing the case for support: aims, need, methods, outcomes and why this organisation should be funded.
Being augmented✓ Evidence-backed
Where this applies
United States. The research funder says it will not consider applications that are substantially developed by AI, or contain sections substantially developed by AI, to be original ideas of applicants, and may refer AI detected after award for possible research misconduct. Having seen some investigators submit more than 40 distinct applications in a single round, it limits each principal investigator to six new, renewal, resubmission or revision applications per calendar year, from the September 25, 2025 receipt date. A research funder's rule; it binds applicants, not grant staff by name.
What this means
A major research funder now rejects AI-written applications as unoriginal and caps how many anyone can send.
What it does not yet show
One funder's rule; it does not show how often it is enforced.
What you can check
Open NIH notice NOT-OD-25-132 (17 July 2025) and find "substantially developed by AI".
Does it change the assessment?
No. The impact index is never moved by a single event. Of the 2 linked judgements above, 1 moved from inference to evidence with this record; the other 0 already rested on earlier evidence.
