Where this applies
Japan. The ministry ordinance on specified health check-ups and health guidance says motivational support means the person draws up an action plan under guidance given in an interview by a doctor, public-health nurse or registered dietitian, and that the support is given by these professionals or others the minister recognises as having expertise in diet or exercise guidance. The quoted wording appears in the version in force from 1 April 2018. It covers the statutory programme only, and dietitians share it with doctors and nurses.
What this means
In Japan's national health-guidance programme, the counselling interview is legally a qualified person's job, and a registered dietitian is one of them.
What it does not yet show
One statutory programme; counselling outside it is not covered, and the rule does not say the dietitian must be the one.
What you can check
Open the ordinance on e-Gov, go to Article 7, and find 「管理栄養士の面接による指導の下に行動計画を策定すること」.
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
