Where this applies
European Union and foreign repair stations it approves. The regulator's user guide quotes the rule that an organisation shall ensure that personnel who carry out and/or control a continued airworthiness non-destructive test of aircraft structures or components are appropriately qualified to the European or an equivalent standard recognised by the Agency, explains that EN 4179 is an employer-based qualification and staff certification system, and expects a process to issue and monitor the authorisation of NDT staff to sign off the NDT tasks they have performed. Approved 23 September 2022. It is guidance quoting the regulation, and it says nothing about borescope inspection or AI image review.

In EU aviation, a non-destructive test counts only when a qualified, authorised person carries it out and signs it.
