England. Section 46A of the Building Act 1984 (inserted by the Building Safety Act 2022) says a building control authority may carry out a restricted activity only through a registered building inspector, and before each exercise of a restricted function must obtain and consider a registered building inspector's advice. These regulations prescribe the activities (checking plans; carrying out inspections and scheduling them) and the functions (among them completion certificates, deciding whether there is a contravention, compliance notices and stop notices). In force from 6 April 2024; local authorities only. For functions the law requires advice, not that the inspector decides, and it does not restrict the tools used.
