Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Framing the question and the metric
Working out what the decision-maker actually needs to know, and which measurable quantity would answer it without rewarding the wrong thing.
Still human-led✓ Evidence-backed
Where this applies
United Kingdom, government analysis. The functional standard says roles and accountabilities shall be defined, and that the analyst is accountable to the analysis commissioner for designing, conducting and delivering the analysis, in particular assisting the commissioner in structuring the question to ensure the right analysis is performed and agreeing the scope, boundaries and assumptions with the commissioner and key stakeholders. It covers government analysts generally, of whom data scientists are one profession, and the scoping practice itself is written as 'should'.
What this means
In UK government analysis, working out the real question with the person asking is assigned to a named human role.
What it does not yet show
Government analysts in one country, not data scientists specifically; the practice is guidance-strength.
What you can check
Open GovS 010: Analysis (v2.2) and find "structuring the question(s) to ensure the right analysis is performed".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
