Tasks this bears on
Requirements and system design
Working out what the system must do, the loads and constraints, and choosing an architecture that will be safe, buildable and maintainable.

Where this applies
California, United States. The act requires anyone who practises electrical engineering to be licensed and says all final electrical engineering calculations and reports shall bear the licensee's signature, seal and date; it also says circuit design is not exclusive to the practice of electrical engineering, and it exempts engineering work by manufacturing, research and other industrial corporations. Consolidated text effective 1 January 2026. The exemptions keep it to building and consulting work; it says nothing about AI.
What this means
Where the law applies, a licensed electrical engineer signs for the system design.
What it does not yet show
Industrial companies are exempt and circuit design is not reserved.
What you can check
Open the California Professional Engineers Act (board PDF) and find "All final electrical engineering calculations and reports shall bear the signature and seal".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
