Evidence stage
Policy mandateRegulation, subsidy or public procurement is requiring or funding adoption — the mirror of a constraint. It shows adoption is being required, not that it has happened, so one mandate is never enough on its own; two independent ones are.
Tasks this bears on
Checking drawings against codes and standards
Checking drawings for consistency, dimensions, symbols and compliance with codes and drawing standards before they go out.

Where this applies
Honolulu. The department announced that from 1 September 2026 applicants for new construction, additions and alterations of single-family, two-family and duplex homes and accessory dwelling units must use the CivCheck AI-guided pre-application process, and that applications which do not will be rejected at pre-application review. Commercial projects and trade permits are excluded. It says the tool does not replace the department's official plan review, and recommends that an industry design professional complete the submission because the process often requires reviewing and revising technical plans. Announced on 5 August 2026; this records the announcement, not what happened after 1 September.
What this means
In one US city, an automated code check of residential drawings is now a condition of applying, and the department expects a design professional to work through what it finds.
What it does not yet show
One city's requirement for residential projects; it does not show what share of drawings pass, nor any change in who drafts them.
What you can check
Open the Honolulu DPP announcement 'DPP to require CivCheck for eligible residential projects beginning Sept. 1' and find "will be rejected during pre-application review".
Does it change the assessment?
No. The impact index is never moved by a single event. Nor did this record change a layer: all 1 linked judgement above already rested on earlier evidence. This one adds to them.
