Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Bills of quantities and tender documents
Turning measured quantities into bills and pricing documents that contractors bid against, and comparing the bids that come back.
Being augmented✓ Evidence-backed
Where this applies
Malaysia. The Act says that, except as otherwise provided, no person or body other than a consultant or professional quantity surveyor residing and practising in Malaysia, or a consulting quantity surveying practice, is entitled to prepare and submit, for construction projects, feasibility reports, estimates, cost plans, bills of quantities and other tender documents, tender estimates, contract documents and valuations; architects, engineers and some other professions keep their own rights. Section 8 was last amended with effect from 30 January 2016. It reserves who prepares and submits these documents; it says nothing about the software used to draft them.
What this means
In Malaysia, the bill of quantities a contractor prices is legally a registered quantity surveyor's document, whatever produced the measurements.
What it does not yet show
One country's licensing law; it does not say how bills are produced or limit model-based quantity take-off under a surveyor's responsibility.
What you can check
Open Act 487 (the Board of Quantity Surveyors Malaysia's reprint), go to section 8, and find "bills of quantities and other tender documents".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
