Tasks this bears on
Formwork for concrete
Building and stripping the temporary moulds that concrete is poured into.
Still human-led✓ Evidence-backed
Where this applies
Japan. The safety ordinance says employers must appoint, from people who have completed the skills course, a chief for the assembly and dismantling of formwork shoring, the temporary structure that holds slab and beam forms while concrete is poured; the chief must decide the working method, directly direct the work and inspect materials and tools for defects. The quoted articles read the same in every version e-Gov holds from 1 April 2017; their last amendment is earlier and could not be read there. Shoring only; it says nothing about who builds the forms themselves.
What this means
In Japan, how formwork shoring goes up and comes down is legally decided and directed on site by a named, trained person.
What it does not yet show
A safety-supervision rule in one country; it is not evidence about whether machines could build forms.
What you can check
Open the Ordinance on Industrial Safety and Health on e-Gov, go to Article 247, and find 「作業の方法を決定し、作業を直接指揮すること」.
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
