The state architect's interpretation says the architect or engineer in general responsible charge of a school project is responsible for seeing that completed construction conforms to the approved plans and shall perform listed duties under the building code, including making observations of construction, evaluating non-conforming construction and materials and deciding on acceptability or corrections, and responding to requests for information from contractors and inspectors.
