Where this applies
The ministry's own page on the certified-maintenance regime. From April 2020 the old category of disassembly maintenance was widened and renamed specific maintenance, and two things were added. The first is a new kind of work: maintenance or modification that affects how a device operates even without removing it — named concretely as adjusting the forward-facing cameras and radar used by automatic braking. The second is a new target device: the automated driving system fitted to vehicles at level 3 and above. A garage doing either needs certification from the regional transport bureau, a dedicated electronic-control inspection and maintenance bay, diagnostic scan tools, and at least one maintenance supervisor who has completed the ministry's qualification course — first-class small-vehicle mechanics are exempt from that course. Read the direction carefully, because it runs the opposite way from most records on this site: driving automation did not remove work here, it created a licensed category of it and put a training requirement and a tool purchase in front of anyone who wants it. What this does not establish is how many garages obtained the certification, what it cost them, or whether independent shops kept pace with dealers. It applies in Japan.
What this means
Driving automation reached this trade as a licence, not as a replacement. Adjusting the cameras and radar behind automatic braking became work a garage may only do with a bureau certification, a dedicated bay, a scan tool, and a supervisor who has sat the ministry's course. The work grew; the gate in front of it grew with it.
What it does not yet show
A rule is not an outcome. Nothing here counts a garage that got certified, a shop that did not, or what the equipment cost. The distributional question this raises is the interesting one and the page cannot answer it: a dealer network absorbs a scan tool and a training course far more easily than a two-person independent shop, and whether independents kept pace is exactly what this record does not establish. What you can check
Look at what your shop is not allowed to touch, and at what a main dealer sends back to you anyway. Where the certification sits decides which repairs you can quote for, and that boundary moves with each new driver-assistance system rather than with any announcement. Ask what the last piece of equipment cost and how long it took to pay for itself.
Does it change the assessment?
No. The impact index is never moved by a single event, and this stage does not move one on its own: a "Policy mandate" record counts toward a judgement but needs a second, independent record before the judgement rests on evidence. This one is counted; on its own it changed nothing.
