Singapore's building regulator prosecutes the named structural engineer who failed to supervise site work against the approved plans

Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Deciding on site when reality differs from the drawing
The ground is softer than the survey said, a service runs where a pile should go, a delivery is out of tolerance — deciding what changes and signing off the change.
Still human-led✓ Evidence-backed
Where this applies
Singapore. The regulator's enforcement list records a qualified person for structural works convicted in March 2024 for failing to exercise due diligence in supervising civil and structural engineering works he was appointed to supervise, to ensure they followed approved structural plans, and for failing to notify the regulator of deviations; another, in November 2024, was fined for permitting building works in deviation from approved plans. A running list without a publication date; it shows who answers for deviations, not who decides the fix.
What this means
In Singapore, the engineer named on a project answers personally, in court, for what happens on site against the drawings.
What it does not yet show
Enforcement against individuals in one country; it does not show how site supervision is done or by what tools.
What you can check
Open BCA's enforcement list for construction projects and find "Failure to exercise due diligence in supervising".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
