A ministry strategy document, not a measurement, and its own framing matters: the target is stated as automation of the construction site, with at least a 30% reduction in people needed by fiscal 2040, equated to 1.5 times the productivity, alongside goals of reducing site fatalities and moving outdoor work to remote and off-site working. The context it gives is demographic rather than technological — Japan's working-age population is projected to fall by 20% by 2040, and construction already has a higher share of workers over 55 than the all-industry average. The part worth keeping is the admission the document makes against itself: it states that technologies for one person operating several machines at once, and for automating work on land and at sea, are not yet in general use, and that with the current measures productivity improvement has hit a ceiling. A target document saying the programme has plateaued is a different kind of evidence from one that does not. Nothing here counts a job, an hour or a site. It concerns Japan, and it is a goal a ministry set, not a change anyone has measured.

What you can check
Watch the two technologies the target actually rests on, not the headline. When one operator routinely runs more than one machine on an ordinary site — not a demonstration site — the thirty per cent becomes plausible; until then the ministry's own document says it is not. That is a thing you can see from the cab, years before any statistic reports it.

This is a forecast, not an observation
Who said it: The Ministry of Land, Infrastructure, Transport and Tourism, in its own strategy document, continuing a programme its advisory committee started in 2016. A ministry that also procures much of this construction is setting a target for the industry it pays, so it is both unusually well-informed about site conditions and interested in the answer; the document does not hide either.
By when it should be checkable: Fiscal 2040 for the headline figure, which is sixteen years out and beyond the working life of most people now on site. Two nearer things make it checkable earlier: the ministry publishes annual progress on the same programme, and the document names the specific technologies the target depends on — one operator running several machines, and automated work on land and at sea — so whether those become ordinary is observable long before 2040.
