The regulation says financial reports must include a certification, signed by an official who is authorised to legally bind the recipient, that the report is true, complete and accurate, with the signer acknowledging that false, fictitious or fraudulent information or the omission of a material fact may subject them to criminal, civil or administrative penalties. Read in the current version (revised April 2024, effective 1 October 2024). It covers financial reports, not progress narratives, and it does not say who drafts the report.
